Regular Board Meeting - October 2, 2007

Public Meeting

Call to Order: 7:00 p.m.

Adjourn: 8:25 p.m.

Established Quorum:

Participants: Ron Cole, Phil Mallory, Peg Schuldt, Rebecca Church, Dave Campbell, & Kathleen Kline

Absent: Rita Lawson

Secretary's Report

Kathleen made a motion to pass the September 4th Board meeting notes. Phil Mallory seconded the motion. The motion passed.

Treasurer's Report

Dave made a motion to accept the Treasurer's Report - Peg seconded the motion. The motion passed.

Director's Report

Education Policy:

Addition to policy: - payback to be held from last paycheck(s).

Stipulation: addition to subject to approval/discussion.

The Board review: Every six months.

Minimum of one year after a class be paid.

Rebecca made a motion to accept the Education policy as amended - Dave seconded the motion. The motion passed.

Paulette Bentley at Troyer Group: Working on providing a reduced/altered quote for the Children's area.

Friends of the Library Update: A total $104.00 from last Book Sale.

Insurance Policy: Health/Dental/Life =. Employees are paying for Vision. The policy will be renewed in January.

Quiz Bowl: An Academy Student would like to have a fundraiser for the Library in January 2008. The Director will follow-up and report update to the Board.

Linda Thorne, Children's Librian, will update the Board meeting on the activities of the Children's area.

Culver Union Township Newsletter: The Director reported the Library had gathered 100 email addresses to distribute the newsletter.

Storage Building: The construction is on schedule.

Troyer Group: The estimated cost is at about $60,000.

Carol reported the Library will still file e-rate through the State Library. In addition, the Director provided information on filing with Adtec for the phone bill. E-rate discount is based on school attendance (free-educed lunches, etc.. into a formula), Money back on internet and the phone bill. It is a Federal Program. It is a $630.00 fee (cost for the filing). The Library will receive 70% of our phone bill back. AdTec is the company.

Old Business:

Fire Panel: Put in a computer board into the system. Fire Panel will be working.

Panels are completed.

MOU with the Antiquarian Society: Tabled until November Board meeting.

Blue Ribbon Commission:

92 County Public Library

There is a possibility The Culver Library could become part of the Marshall County System: Encouraged the community to contact their State Representatives and the Blue Ribbon Commission.

Public Comment

E-Rate questions about the need of having to hire AdTec for the phone bill. The Director replied due to the time-intensive paperwork, it is necessary to hire Adtec - just as other area Libraries have chosen to do.

Questions about the Blue Ribbon Commission.

The need for the public to contact their Representatives.

Questions on Treasurer's Report.

Anthem Quote: A question about the cost per employee. The Director replied that the cost was $281.90 per employee. Vision is not included. There is a $500 deductible.

A question regarding Peggy's hearing: She was awarded unemployment. Peggy stated she is waiting to learn if the Library was going to appeal.
