CUTPL Board Minutes - September 15, 2009

Time: 7:00 pm – 8:10 pm

Place: Library Conference Room

Members: Ron Cole, Jim Hahn, Colleen McCarty, Rita Lawson, Carol Saft, Peg Schuldt Melanie Robertson

Absent: Joyce Greeson

The meeting was called to order by President Jim Hahn and a quorum was established.

The President led the members of the board and the public in the Pledge of Allegiance.

Public Comment:

Connie Van Horn, representing the Friends of the Library’s upcoming program: Gangs, Drugs and Tattoos. The program will be presented by Michigan City Indiana State Prison Staff on Wednesday, October 7, 2009 at 6:30 here at the library

Secretary’s Report:

Treasurer’s Report for September was presented by Financial Manager, Jim Faulkner as follows:

1) Monthly claims.

2) We have received eighty percent of our The Big Read grant from the National Endowment for the Arts ($11,200.00). A new The Big Read Gift Fund has now been established in our accounting system; this money was received on September 12th so it will not appear in your monthly Financial Report by Fund until the September reports you will receive next month.

3) We received full distribution of our Humbert Gift Fund from the Marshall County Community Foundation on August 19th. The amount was $123,916.24. We expect to invest the proceeds of this Fund into a laddered series of CDs at both of our local banks. Also included in your reports this month is the June 30th annual statement from MCCF for our Permanent Endowment Fund. Fees and losses during this year were -$17,568.32, an eighteen percent reduction of the value of the Fund; the fees of $951.08 were over one percent. We have requested our allowed annual distribution of two percent from this Fund; based on the new balance of $73,287.44 we should expect a distribution of about $1,450.00.

4) On August 25th we received our semi-annual “June” distribution of property-tax-based revenue from the County. The amounts were$157,255.60 for the Operating Fund and $115,872.55 for Debt Service Fund; a total of $273,128.15. The internal loan that was made from the Operating Fund (assistants’ payroll account) to Debt Service so that we could meet our June mortgage payment has been paid back to the Operating Fund. The Debt Service Fund now has more than enough to cover our December mortgage, so we will not need another internal loan this year.

Executive Session Minutes

September 15, 2009

An executive session of the Board of Trustees of the Culver Union Township Public Library was held on September 15, 2009, at 6:00 p.m. Members of the Board present were Melanie Robertson, Rita Lawson, Peg Schultz, Ron Cole, Carol Saft and President, Jim Hahn presiding. Absent Joyce Greeson

The purpose of the meeting was to discuss the findings of the State Board Auditors and the alleged misconduct of a previous employee. Per IC 5-14-1.5-6.1 (6 A) With respect to any individual over whom the governing body has jurisdiction:

(A) to receive information concerning the individual's alleged misconduct

No further business was discussed and the meeting was adjourned at 7:00 p.m.
