CUTPL Board Minutes, September 15, 2015

Time: 7:00 pm – 7:10 pm

Place: Library Large Meeting Room

The meeting was called to order by President Melanie Robertson. Board members present: Melanie and Karen Boland. There was no quorum. The President announced that the meeting would be continued on Tuesday, September 22 at 7 pm in the large meeting room of the Library. Since the 2016 budget adoption was scheduled to take place at this meeting, Director Colleen McCarty, per DLGF Rep. Miranda Bucy’s instructions, changed the form 3 in Gateway to allow the taxpayers to know of the change there as well.

need donor software, have spoken to Andrew

need to begin gathering names of possible donors; a feasibility study will need to be done

need to establish an Annual fund, approximately 2-3 years in the making

presently seeking more committee members from the Friends and the community

Public Comment: President of the Friends of the Library, Rebecca Nifong

seeking members

would like to do some fund raising events in the future

will be trying to involve more students, both CMA and CCJRSHS

invitations were extended to the FOL and the Board to a luncheon on 10-21-15 from noon

to 1:00 pm. CUTPL staff will be providing for their guests

Treasurer’s Report: Bill Cleavenger

comments relative to a recent conference with the Indiana State treasurer:

numerous investments available through the State with library funds

State requires 3 bids for banking services; locally operated banks are favored if relatively competitive

personnel from the state are available to discuss equipment leasing; it was suggested CUTPL Board schedule a work session

average growth quotient is based on a six year period; this is used as a tax basis for our library

Jim Faulkner was asked to present the status of this month’s accounts; to limit paper, it was suggested

we have quarterly hard copies; it was agreed to email each board member the reports

Review & Approval of the August Register of Claims: motion to accept by Rhonda and seconded by Paul

IN the Public Trust excerpt – review pp 85-86—“Managing Liability as a Board member” Miller NorCen Agent Scot McKinnis to discuss our “Errors and Omissions” Insurance Policy discussion to be tabled until Scot can be here

In Indiana, libraries do not have “home rule” which states that if the law does not prohibit something then it is permitted. However, under Indiana law, library boards may not do anything except what is spelled out in the Indiana library law

the Policy Committee proposed an addition to the Bylaw-Article X, Sec 4: "Standing Committees meet monthly at the Library at a set time and date prior to the regular monthly meeting of the full Board. Any called or special meeting must give 48 hours notice to all committee members and the agenda must be followed."

Director’s Report: Colleen McCarty

September is library card signup month, thus the special Peanuts/Lucy Booth display in library

Dana is presenting a program on INSPIRE, the database provided to residents of the State of Indiana

on Saturday 9-20-15 at 10:00 am, attorney Nelson Chipman, will be speaking on elder abuse

Thursday 9-24-15 at 5:00 pm author Sharon Biggs Waller will be giving a book talk here as part of our Celebrated Voices Series

the library has received a grant from Indiana Humanities which has selected CUTPL as a host site for the Novel Conversations Speakers Program. The Grant will help offset the expenses for Laura Bates, author of Shakespeare Saved My Life, to be here in April or May of 2016 as part of our Celebrated Voices Series

the two projection rooms (small meeting room and Carnegie Room) are nearly completed

the Andrew Carnegie essay contest will be during the month of October, the winner will receive an award of $100 supplied by the Carnegie Celebration donors; middle school students may enter

On Saturday December 5 we will have closing events celebrating our Carnegie Library Centennial. It will be an all-day event with music, speakers, refreshments, etc.

Monday 9-19-16 Environmental Solutions Group SESCO will be taking vapor readings due to the E-85 tank leak at the Good Oil (BP) gas station on the north side of our building

Shelly Harrison of the children’s department will be leaving at the end of the month, no replacement yet; Janet Baker and Jim Faulkner will be filling in until a new clerk is hired

Park Board: Rhonda Reinhold

the rails are replaced along with a new surface on the deck of the beach lodge

working on the long range plan for 2016

Unfinished Business: nothing right now

New Business:

suggestion that the standing committees need to meet with each other in a work session to be sure what others financial concerns are

work session will be on 10-7-15 at 9:30 am.
