In Indiana, libraries do not have "home rule" which states that if the law does not prohibit something then it is permitted. However, under Indiana law, library boards may not do anything except what is spelled out in the Indiana library law

the Policy Committee proposed an addition to the Bylaw-Article X, Sec 4: "Standing Committees meet monthly at the Library at a set time and date prior to the regular monthly meeting of the full Board. Any called or special meeting must give 48 hours notice to all committee members and the agenda must be followed."
