CUTPL Board Meeting Minutes December 17, 2019

Cathy Thomas reported that the property tax draw has come in, we'll receive $147,028.31 for the general fund. Total for the year 350,091. ($347,000 projected for this year.)
The working budget numbers have not changed. We have lower amounts in our reserve funds and bank funds. Repairs and maintenance costs are up due to the new filters and copper pipe installation – this was over $35,555 in the budget. Projected deficit at the end of the year should be between $16,000 to $17,000.
Bond ledger – has $10,749.21. A bill for $8,000 for the boiler, which has been installed, will come from this bond fund.
Accounts Payable Vouchers - $101,993.90 – motion to approve the report made by Paul, seconded by Cathy Y.
Finance Committee Report:
Proposal for Ad Hoc Economic Plan Committee presented by Colleen. Three month, intensive proposal – goal to be presented to the Board by the April meeting. Motion to approve the ad hoc committee made by Paul, seconded by Cathy Y.
Colleen asked if we could appoint the members for this committee now. Members would be: Karen as the at-large member, Melanie as the Friends member, Colleen will appoint the clerk and the staff member. Meetings will be on Wednesdays at 10:00 am.
FSLA Comp Time Requirements – We must pay overtime to any full time employee working over 40 hours per week (that would work 15 minutes past the 40 hours). We are allowed to offer compensatory time off for those employees instead of paying time and a half. This policy will become an amendment to the Personnel Policies Handbook. Motion to approve by Cathy Y., seconded by Pam.
Cathy Y. presented pros/cons for a fine-free library. Fine Forgiveness may be an option to get people to come back in to the library, with a clean slate at the end of the year. Then, beginning the process again after the first of the year. Food for Fines may be an answer. We will gather more data, and table this topic until the January meeting.
During the month of November, the library used 43.75 volunteer hours. (Perhaps we should publish the volunteer's names, and publicly thank them for their time.) Circulation clerk, Janet Baker's last day is today. Other staff members will absorb her hours. $105 waived with Food for Fines (133 boxes of food). The winter Newsletter is ready, and has been distributed. Karen is the featured board member. An invitation to the Holiday Potluck on Saturday, December 28 has also been distributed.
New CUTPL Webpage Release – Andrew demonstrated the new webpage redesign. Events have been moved upfront and center. The site is now more user-friendly with a phone, laptop, iPad. About 80% of the time spent was on the design. Pages had to be reformatted, then checked for quality control. This will go live in January of 2020.
Culver Academy Fitness Center – Karen B. announced that the Fitness Center has an agreement with the Culver Community Schools Corporation, and they would like to offer this opportunity to the Culver Library employees and Board Members as well.
Tuition Reimbursement request from Jane Winrotte $500. Motion to pay this reimbursement made by Melanie, seconded by Paul.
Holiday Closing Dates: closed New Year's Day, Christmas Day, @ 5:00 on Christmas Eve. motion to approve the holiday schedule made by Paul, seconded by Cathy Y.
