CUTPL Board Minutes, February 19 2019

Time: 7:00 pm – 8:04 pm

Place: Carnegie Room, CUTPL

Members: Present: Melanie Robertson, Karen Boland, Flannery Posner, Bill Githens, Pamela Amick, Valerie Cultice

Absent: Paul Liette

Attendance: Quorum established

Agenda approval: motion by Bill, second by Melanie

Remove Lukenbill from agenda


Public Comment:

Cleaning serv. contract bids

3 bids received all include proper insurance coverage, workman's comp. and references

Bids from: Green Cleaning - $300 per week (same service as now), Quality Comfort - $1,300 per month (same service), J&R Cleaning Services - $525 per week (same service).

Motion to continue with Green Cleaning made by Pam, second by Karen


Secretary Report:

moved to accept minutes from January Board meeting made by Karen, second by Melanie


Treasurer's Report:

Anticipate same spending as last year

With remediation the balances and reserve are down

The January local income tax (LIT) funding incorrectly recd. - will show correct amt. next month.

The voucher breakdown – shows transfers and payroll entries – w/difference in actual amount spent

The fund report – most spending comes from operating fund- organized by bank – shows end of the month balance at each bank

The register summary total is $130,809.41

Viewed state required video: Internal Controls – Standards Training Webinar, 26 min.

Facilities Committee:

The concrete floor is being worked on, needs some more polishing, hopefully final sealer on flooring done next Monday

The painting has started, being done concurrently with floor work

Anticipate the soft opening on Monday, March 4, with the lab skeleton put together as well, and the meeting room usable too

Next committee meeting is scheduled for the 1st Sat in March @ 10 am.

Finance Committee Report: N/A

Policy Committee:

Safety manual is mostly completed, has been edited

Assessments of goal to increase literacy – will be filed w/state library

Director's Report:

Used 44 volunteer hours in genealogy and Adult Services–

Genetic Genealogy program– well attended,

Lego Club has been started – great attendance – all blocks donated by patrons

Summer reading program – Universe of Stories – for all age groups

"Stories and Stones" Cemetery Tour will be in September (21st), planning meeting once a month, looking for re-enactors – Next meeting is Wednesday, March 13, at noon – are in need of writers, the biographical research has been completed

We will be a tax aid site, starting March 4 in the purple room, free tax help (one of 2 places in the county) will be every Mon and Wed – scheduling appointments at Marshall County Enrichment Center

State Annual Report was completed last Saturday, all numbers will be sent on to the IMLS Federal Agency, which oversees public libraries, numbers will be available online

Knox Box has been ordered for a total of $330, has not been received as yet

Cathy has our Annual Financial Report almost completed – risk evaluation involved

Reviewed Top Evergreen Indiana circulating titles for 2018

CUTPL Board Executive Session, February 19 2019

An executive session of the Board of Trustees of the Culver Union Township Public Library was held on February 19, 2019 at 8:15 pm.

Meeting called to order at 8:15 p.m. by CUTPL Board President, Flannery Posner.

Members of the Board present were: Pam Amick, Karen Boland, Flannery Posner, Bill Githens, Melanie Robertson, Val Cultice.

Member of the Board absent were: Paul Liette.

Also present: Cathy Thomas - Treasurer, Colleen McCarty - Director, David McCarty - Facilities Committee.

The purpose of the meeting was to discuss: IC 5-14-1.5-6.1(b)(2)(B) Initiation of litigation.

The CUTPL Board of Trustees certifies that no subject matter was discussed in the Executive Session other than the subject matter specified in the Public Notice.

Motion to adjourn was made by Bill Githens, seconded by Pam Amick.


Meeting adjourned at 8:29 p.m.
