CUTPL Board Meeting Minutes July 16, 2019

Public Comment:


Secretary Report:

Motion to approve the June minutes was made by Paul, seconded by Pam, abstain: Melanie and Cathy Y. (absent last meeting)


Treasurer's Report:

Cathy T. presented June 2019 Allowance of Accounts Payable Vouchers – property taxes were a bit lower than projected.

Facilities Committee:

The committee met, and discussed issues of humidity readings in the building. Trane has cleaned out the rooftop chiller, and dehumidification has improved. The Technician got all compressors working. However, we need a new chiller compressor control panel – cost of $3,989. We also need to add refrigerant to the system – cost of $2,655. We should also be treating our water, as it has affected our boiler. The cost for the filter feed is $1,600, and there would be an installation cost as well, of approximately $4,250. The total cost would be about $12,500 with the installation.

After we pay for the new roof membrane, it is projected that there will be about $9,351 left in the bond, which will not cover this cost. .motion to pay up to $12,500 for these repairs made by Karen, seconded by Val.


In addition to the above costs, we need to replace 1 of our 2 boilers (partially due to the hard water.) Our second boiler cost us $6,000 when it was replaced in December 2017. The cost may be a bit higher for the other boiler now needing replacement.

Carnegie Library Exterior Door – We have bids from 2 companies for the cost of a replacement door. We need to take our proposal to the CRC meeting on August 19, 2019 to ask for the Main Street Façade Grant monies.

Bids are:

New Age Const., Culver - $7,250 cost of materials, installation and labor

Quality Home Services, Knox - $4,387 materials, $2,275 installation and labor = $6, 662 total cost

Finance Committee Report:

Meeting with DLGF rep for 2020 Budget planning will be Friday, at 10:45 in the commissioners room of the Marshall County Building, in Plymouth. Former Board Treasurer and current Finance Committee member Al Nyby has greatly assisted us with this plan, and he will also attend the meeting with Bill Githens, Cathy Thomas and Colleen McCarty. Also, the Committee will make a recommendation in October for health insurance coverage for full-time staff.

Policy Committee:

The committee is working on #2 of the Long Range Plan Assessment – “Know your community.” Cathy Y. interviewed library employees. We discussed places to put the Newsletter as it's published, and ways to help publicize the library. A new web page design and calendar would be helpful, and is currently in process. The plan is to introduce it by January 1.

Meeting Room Use Policy – We reviewed the changes made to the policy. We discussed changing the deposit to $50, refundable, but decided to keep it at $25 per use. Some bullet points were changed.

Motion to approve the changes to the Policy made by Val, seconded by Karen.


Director's Report:

In June we used 72 volunteer hours.

The summer reading program will end on July 27. It has been very busy!

We would like to add “Meet the Trustee” to the Newsletter. Melanie is the longest-standing member and will be featured in the Fall Newsletter.

With the downstairs doors reopened, our visitor stats will show a marked increase. Since our downstairs door counters have been reactivated, we are able to more accurately count visitors to the building.

We received official notification that we are compliant with the Indiana State Library Standards.

New Business:

Our Friends of the Library Group is meeting some challenges. They will have their annual membership drive in September and hope to attract more members.

Student Board Liaison Sophia George's Little Library project will be installed as construction is finished at the park.
